This paper develops a momentum-advection scheme for ocean models using weighted essentially non-oscillatory reconstruction. The scheme works with the vector-invariant formulation of momentum advection and supplies dissipation through upwinding. New smoothness indicators help remove grid-scale artifacts without excessively damping the kinetic energy and enstrophy of resolved motion. Tests in two-dimensional turbulence and three-dimensional baroclinic equilibration show stable solutions and improved effective resolution compared with the tested conventional schemes.
